    looks like an Ae3 of Theodosius I struck in Cyzicus

    looks real to me

    When posting an unknown, it is good to give a size. This type is usually large enough (21mm) to be called AE2. The Theodosius I and Cyzicus ID is certain. I'd say genuine is also most certain.
