Seems intentionally created, but why and how is beyond me.

Because there is no semblance of the dime on the obverse of the quarter, I'd have to believe someone hammered or crafted the obverse of the dime into the reverse of the quarter. I would consider it PMD but if I found that, I'd keep it in my collection because it's unique.

18 years in the making.....and a DDO dime.... All that is needed is a Canadian cent and it would be complete. PMD.

I believe that is the new .35 cent piece. Three of them will equal the dollar when converting from coin to bill.... so when you give up three you are actually paying a 5 percent tax.... but when breaking a bill for change, you cannot get three of these because that would be paying you a tax and only the government can levy taxes.

Definitely PMD. Nothing more and nothing less.

A Chinese coin would be more appropriate.

Judging from the different dates, mint marks and, especially, the fact that a quarter couldn't possibly fit into a dime collar, it is my opinion that this 'error' is faked.

However, on eBay, this might bring some nice bids.

It's not as simple as "post-mint damage". My assumption is that this is a uniface strike by a fake obverse 10c die. The 10c strike shows a strong doubled die, which makes it even more unlikely that this is a genuine, albeit intentional, mint product. The horizontal streaks are yet another troublesome aspect.
