    Looks like a dirty quarter.
Clad coins don't have a coat nor finish so it can't be missing.

That 1970 is definitely not missing clad.
It's environmental damage. That person knows nothing about missing clad errors and is trying to scam people out of their money.
    Not worth $250.00.. That's shameful!

    Yes.. CoinTalk ;)

Here are many attributed missing clad and partial clad examples from my collection..
    3019836-003.JPG 2593338-001.JPG 607580-1.jpg 20201019_055141(1)~2(2).jpg 20201019_055027(1).jpg 20201019_055008(1).jpg 20201019_055141(1)~2(1).jpg

Each slab states which side is missing. The other side looks normal.

Hi Laurie. Your coin is just dirty. Definitely not missing the clad layer. And that other 1970 Quarter you showed in the 2x2 flip, well let’s just say whoever set that price knows nothing of coins. It’s worth a quarter and it’s dirtier than yours. Lol A clad coin missing the clad layer will almost look copper in color.

Oh, and the front of a coin is called the obverse and the back is called the reverse. On paper money it’s the front and back. :):)

As stated, your coin is just environmental damage, not an error of any type.
As a new collector, maybe this will help.

Thank you so much I have a couple of coins that look like the ebay one I will put in my spender pile. That makes me sick on how people on ebay do that to others who is so new to coin collecting like me. And your coins look great and I can see the copper on them not dirt.
