Au Details, scratched. I don't see cleaning. Probably need better photos, white balance looks off. Maybe polished?

@LostDutchman is the cleaning give away the whitish film around the date and stars at the bottom of the obverse, or are you assuming cleaned because of the scratches?

That "whitish film" is actually original mint luster that was protected by the devices during the cleaning. It's one of several signs that this coin has been cleaned.

The fact that he calls it shiny... Like a nickel... Small hairlines on the reverse...

Wear on the high points is a giveaway. I'd say EF.

If its not a details coin, I would say low AU. Carter Numismatics and I bought an AU58 NGC that we thought could possibly upgrade to a mint state coin. A beautiful coin with virtually no wear went straight into a PCGS AU58 holder with multiple preceding attempts to upgrade via reconsideration. This seems to be a very tough coin to upgrade (probably due to the spread between a 58 and 62)

Giveaways on the cleaning lacking the usual cartwheel luster a high grade Morgan would have also no toning on an au coin (tho that could've been from a dip) but on this particular coin you can see fine parallel scratches all over it if you blow the pics up. Their really obvious behind the portrait on the right

This has a better polish job than my car. Maybe they
tried to polish out the scratches---could try filling in the
scratches with BONDO, and then give her hell with another polish job or two.

I've used bondo for years to patch up my trucks for an inspection sticker but I never used it on a coin before ;)
