    No, actually. I don't have a store, so my fees always seem to be 10%+3%.

    Yup use it quite a bit...you don't have to have a store for this tool to be useful. A lot of times I use it to verify the free "Auction listing + Buy it now" listings that I get from ebay...just to make sure the system sees them and that they are active.
