I have seen the fractional shields before, I have heard of partial sheets of fractional currency, first time I have seen a full sheet. A question for the Pashas of paper, were the fractional currency sheets the same paper that was used for the legal tender notes, or was it made especially for the fractional notes?

I wondered about that. It's in the intersection of the margins in the lower left -- not the typical place for a plate number. Any clue to what that indicates?
