1995 penny error

I have been collecting a little the past few years and I was going through my change and found this error. It's on Lincoln's head. Can I get any input about it?

I can't tell. The lighting is poor and the photo is blurry.

Looks like it could be interesting but the photos are still far off to tell, for me at least.
