It's full of metal... How could that be pmd? The B is the only place on the coin that has that type of scratces. The 1/4 circumference circle scratch NW of liberty indicates it was caught and spun maybe scratching the b on something while still molten. Maybe a feeder finger thing?
I can't be pmd because the B is full of metal. There is a circular scratch to the NW of liberty. Maybe when the coin was ejected it got caught and spun while the metal was still hot causing scratches. Or maybe what Chris said above. It is filled with metal not just a little scraped over the hole.
