It looks as if it has been worn/ground down

In order to form the center of a letter or number, a metal post exists on the die. Sometimes, this post breaks off and planchet metal flows into the void. It is often called a "plugged" letter or number.

It's full of metal... How could that be pmd? The B is the only place on the coin that has that type of scratces. The 1/4 circumference circle scratch NW of liberty indicates it was caught and spun maybe scratching the b on something while still molten. Maybe a feeder finger thing?

I can't be pmd because the B is full of metal. There is a circular scratch to the NW of liberty. Maybe when the coin was ejected it got caught and spun while the metal was still hot causing scratches.
Or maybe what Chris said above. It is filled with metal not just a little scraped over the hole.
