What does one do If he/she gets scammed on ebay?

Bob is the seller. Bill is the buyer.

Theoretically, let's say Bob sells rare high grade key/date on eBay for $25,570.20. Now Bill claims he did not receive the coin. What does Bob do?

Let's say Bob does not have tracking/signature/insurance on said coin. What does Bob do?

Let's also say Bob DOES have tracking/signature but seller claims package was empty. What does Bill do?

Let's also say Bill is a convicted felon of over 22 charges in the United States. What does Bob do?

Bill is a bad man, but so may be Bob.

Care to edit this so that it says "buyer" where appropriate, instead of describing the scenario of a seller talking to him/herself? ;)

You're getting closer. In the last scenario, Bob is sending something with tracking and signature, but then he's claiming that he sent an empty package. Bill, I guess, is watching all this and shaking his head.

    eBay Seller Protection
    PayPal Seller Protection

    A few general observations:

If you sell a high-value item without tracking, and there's a dispute, eBay will side with the buyer. You don't get Seller Protection if you don't have tracking.

eBay requires signature confirmation to protect sales over $750. PayPal requires it to protect sales over $250.

If it's "Bob said/Bill said" -- Bob shows tracking and signature confirmation, Bill claims he opened an empty package -- I'm not sure how eBay and PayPal resolve it. It may depend on the attitude and history of the buyer and seller; it may heavily favor one side or the other by default.

Insurance is a separate issue. I've heard horror stories about trying to make an insurance claim; I think I've done it in the past, but it was for low-value non-numismatic items, and I honestly don't remember how it went or how it turned out.

Thank you. but the question remains. Bill is a bad man, but Bob may or may not be worse. The coin has signature confirmation and tracking and insurance, but is claimed empty. What happens?

    You're not making sense here.

Bob: "buy this coin for $25K"

    Bill: "OK, here's $25K"

Bob: "I've shipped, here's tracking, please sign when you get it"

Peter Postman: "Package is delivered, here's Bob's signature"

Bob: "HA HA hey everybody I sent Bill an empty package!"

Bill: "WTH? Hey, eBay, Bob says he sent me an empty package instead of the $25K coin I ordered!"

eBay: "Bob, you boob" (swats Bob and gives Bill his money back)

I think you meant to say "Bill claims he received an empty package, even though Bob sent the coin". That's the case I was trying to address in my previous (serious) reply.

Let's also say the Burrito is the representative handling the case. But Burrito is a bad person that is helping Bill. What can Bob do? How much power does Burrito have?

Bill has been convicted for 18 of those 22 charges, and Bob is in the mafia, is a registered sex offender, and has 6 felons (including one in Illinois) all of which were convicted.

Bob is Chinese but came here illegally and bribed his way to becoming a U.S. citizen. Bob's status has not been uncovered.
