There are a couple possibilities for how that notch in the T was created. Either there was a raised area on the die that when pressed into the blank it would have left that recessed area on the coin. Or it happened after it left the mint. Somehow a chunk of metal was gouged out of the coin...post mint damage - PMD. The former is extremely unlikely, so it is almost certainly the latter.
