    Looks that way to me, based on the halos around the lettering and other devices. One photo isn't always enough to tell for sure, though.

    It is white but lacking luster, indicative of cleaning. Not only is there a "halo" around lettering, but there lacks dirt/darkness that usually accompanies the amount of wear present (not that the coin is worn-out, but it has wear).
