There are 3 pics, 2 are mine, 1 is not. I have this in a Coin sets of all nations by the Franklin mint, (Who have put proofs into these cards before) in this card, this is the only one I suspect is proof possibly. I had to turn off lights and use a desk lamp about 6 ft away to get a non glare pic, and still had to take at an angle. This is the best pics I can get, I will not open up this card to get better ones. So please do your best and help me identify this so I can catalogue it. Proof R1 pieces from 1977-1983 were exclusively silver, I believe .800 fine, but I do not have my coin references available at the moment. Uncirculated R1 pieces were exclusive to the mint sets and made of nickel during the same time period. R1 nickel pieces are also 1mm smaller in diameter than silver pieces.
They made just a handful of the nickel versions in proof also, but they were not included in sets like the OP states. Reference states 15 pieces minted. Not sure if this number is accurate, but they certainly do seem to be non-existent on the market.
Only makes me wonder because of the quality look it has, and franklin mint has put in some real rare coins in their sets before. The thing I notice on the link for the nations set link is that the coin in it is pretty dull colored, could be distance though. I wish I could open the holder and see it outside of it, but for fear of incredible loss of the cards value I cannot
