1974-D Penny Die Variation or Over polishing?

    At a recent garage sale, someone paid me with an ammo box half full of MS and AU pennies, all beautiful red and all from 1969-1976. Most of them are from 1974. I've been going through them one by one for several weeks now. I came across a 1974-D that looked strange. After comparing it to several others, it definitely looked different. I was able to find several of the variant. I am still relatively new to collecting coins so I was hoping someone could help me understand what the variance is. The one on the left is the unique coin. The one on the right looks like all the ones on PCGS. Notice the hair on the top of the head, the mouth that looks open, and the missing part of the bow tie. Most of the coin has the same level of detail, which makes me think it's not a poor strike, but rather an over polished die. Can anyone help?
