Yep, the first 3 years of these appear to be sleepers. Of course the later years include the lowest mintage S-Mint business strikes that started in 2012.
Update: The latest mint sales report shows the sold out Fort McHenry S-Mint business strike quarters are still the lowest mintage of the S-Mint business strikes at 1,312,400 sold.
