Nice , a beautiful 64 as I think all the chatter is what held it back . I'd like to hear what rlms-cents would call it .
What you are seeing as chatter is actually the surface of the planchet. Early cents with this crisp and deep a strike are hard to find and can give the coin this grainy look.
Nice example....under-graded by PCGS, probably based purely on luster. Generally, all 1916's are sharply struck since new a master hub was used.
I bought a '17 where you can count the hairs it's so well struck with the 1 year old hubs . How I wish they used that hub even now as Lincoln looks terrible on these low relief zincoid junk they mint today . Victor D Brenner and Lincoln must be turning over in their graves . BTW I love the color on your '16-D .
16's and 17's are the way I think all Lincolns ought to look. Yes, today's are low relief, but the 50's through the 70's had no beard.
