Found A Coin - Need Help Identifying It

This coin was found in Phillipsburg, NJ in the mid 60's. Hoping someone will recognize it and give me some info on it. Sorry for the poor quality of the photo.

If you find you can't take a better photo of the coin try a scanner. If that does not work, spend a little time describing it in some detail on this forum. Example would be size, color, writting and or numbers, weight, etc.
