I bought a 1960-D MS65 FBL on E-Bay for $ 34.05. I guess the seller found out the value of this coin and has sent the following note; "We have a problem I'm very sorry I've lost the franklin half I can't find it anywhere I can give you refund or I have a coin that is worth more I can throw in the lot please contact me right away again I'm very sorry this has never happened to me " What are my options other than what she suggest ? Was it in a PCGS slab? Personally, I'd just move on, nothing that you can do would improve the situation for you.

Nothing you can do really but move on. You can file a complaint with ebay but thats about as helpful as a DMV employee.
I had the same thing happen to me a couple days back. It's usually the newer sellers, I think most of us who sell on eBay a lot know to just suck-it-up and take the losses with the wins. Here is the little ditty my seller wrote me: "Tried to message you before you paid for these, they were either sold out of the storefront or lost, thought the ad was pulled down and was just alerted on my phone that they sold. Sorry, honest mistake, please don't leave negative feedback! Refund will be made immediately. Thank You"

I collect Franklins and try to get FBL coins whenever I can. I almost always consider PCGS franklins that are labelled as FBL as non FBL unless both sets of bell lines are clearly full and interrupted.
I lost a coin 4 or 5 years ago. If you ever see a VG 1916 Barber Quarter with a prominent, well-tooled "A J O C A" straight-line counterstamp, let me know. Neither myself nor the buyer could ever determine what those letters stood for. If it magically appeared when I moved all the furniture, I'd still send it to him.
Take the refund and keep an eye on his auctions for awhile. If it shows up again send him a note congratulating him on finding your missing coin and that you will send him the money you won it for last time. You still won't get the coin, but see if you can make him squirm a little.
This may be off-topic, but this has to do with a seller's actions. In regard to ebay sellers and their 'taking liberties' (specifically in the OP's situation, I think a seller just cancelling a completed listing, and immediately refunding a payment, simply because their item didn't bring enough $$ is TOTAL BS, and I would never buy from him/her again, and if that item shows up in a new listing). But I digress. My question is specifically about the DSR 'shipping' category..... this is a totally hypothetical situation....can a seller just upload a tracking number to a transaction, say, oh, 5 minutes after the listing ends, and not actually ship for a few days, and still get an automatic 5 stars (negating the seller option to leave less than 5 stars) for that section of the seller dashboard? Thanks.

My understanding is you have to have the tracking uploaded and the package scanned by the PO in a certain timeframe to get the credit. Otherwise anyone can do what you said and sit on it for a while.
