Looks like a medal privately made in Venezuela as part of 'Political Leaders of the World" series in 900 gold. They made it in various sizes, yours should be 13mm and 1.5 gram.

The key word is 'asking'. You can ask for anything, but for less silver than a US dime? Not likely to receive.
