My question is if i have say a slabbed morgan dollar by ngc and i wanted to have it reslabbed by NGC, say the holder was scratched or i thought i coin would go up a grade. Would the number on the Cert change ? Would the coin be assigned a new number and the old number would be void ?? HOw does it work ?
You can send it in for a new slab (for a fee) and the number will stay the same. Or you can send it in for a regrade and you will receive a grade along with a new holder and number. A regrade will cost more than the simple reholder fee.
Once the coin gets a new number the old number becomes irrelevant. If the coin does get a higher grade on a regrade submission then the population numbers for those two grades are updated if not, then there is no change to the population numbers.
