I don't like the way the head on that eagle looks either. It just seems off. I'm far from an expert on Morgans though, so I'm compelled to believe what Books said of the different design.
I agree with Books that it is legitimate. The design is consistent with the '21s that I have seen, and owned. It is definitely a problem coin as well. Looks cleaned and retoned to a battleship gray color.
It almost looks polished in the original photos, but in the second set, I question the cartwheel luster. It appears dull, circulated and cleaned. If you could take some pictures head on of both the obverse and reverse, it would be easier to judge. Eventhough the '21 is supposed to duplicate the earlier design, that date (all mints) just looks off. They original dies were all destroyed and they tried to replicate the origina design, but it just fall a little short. Doesn't seem to have quite the fine detail. The chin and mouth are a bit different as well.
The coin has no luster at all that I can see. What you are thinking is luster, is false luster caused by the harsh cleaning. It's kind of like what happens to a whizzed coin. No, it doesn't because it could not have since it has been harshly cleaned. That all by itself should tell you it is a problem coin because the devices on a problem free Morgan would be frosted and not shiny or reflective.
It does still have cartwheels. It is hard to see but it is still there. My attempts to photograph it have not worked out.
From the photos, there is not a bit of luster left on that coin. I'm going to have to side 100% with @GDJMSP on this one -- it's been polished/cleaned heavily, and any hint of "luster" and/or "mirror like shiny" you're seeing is a result of it. That coin is no where near PL, much less DMPL. Edited: I checked out your website again a few days ago as I know you just did a big update (Nice new look, by the way!). I recall seeing this coin listed on your site, with a PL designation. Be VERY VERY careful when you list raw coins for sale if you're attempting to grade and designate them yourself.
Yeah I don't have any experience with dmpl or pl morgans as I never collected them.. maybe I should Start.... But anyways the bottom line is that this coin is an AU Details polished morgan. I suppose I could get 20-25 for it.
I was lucky enough to get a '21 MS65 PL. I bought it solely because of it's a condition rarity. NGC pop is 41 and PCGS is 14 for a 65 PL.
The coin is unquestionably NOT Prooflike, and that would be misrepresenting the condition. It should be disclosed as a potentially cleaned/polished coin, because it looks that way.
