In 1992 the mint created a new reverse with a Close AM that seems to be intended for use starting with a with 1993 cents. All 1993 cents, proof and business strikes, have a Close AM reverse. However, 1992 and 1992 D business strike cents have been found with Close AM reverses. 1992 D Close AM's are considered extremely rare. 1992 (P) cents with a Close AM reverse are even rarer.

The photo listing in that ebay listing is NOT the coin which the buyers will receive and is NOT from a US Mint set regardless of what the seller is stating. The coin in the photograph is a PCGS Trueview Image as noted by the even shadow around the outside of the coin. The image itself is more than likely the image that eBay posts when a seller selects the PCGS Information for the coin listing since I could not find that specific photo in the PCGSCoinFacts database.
