I found this guy in a lot of misc ancients. I really liked the lily.

Any idea who this piece was issued under?

It is an issue of the Seleukid king Antiochos VII, struck at Jerusalem under the authority of John Hyrkanos I (Yehohanan). Below the anchor is a date in the Seleukid era, either AΠP (130/29 BC) or BΠP (131/0 BC).

The legend reads BAΣIΛEΩΣ ANTIOXOY / EYEPΓETOY but your coin lost all the Basileus. There are examples with full legend but they are not cheap. The date is not always in the same place on the flan and most seem to lack it. I like to think mine has the top of the A just right of the A in Antiochus but that could be dreaming.

Condition-wise, yours is really not bad at all. Look them up on acsearch and you will find several much worse. That is a very nice lily.

This one went for 3x estimate but has the date in a different place. I really wonder how much that oddity contributed to the realization.

Awesome new score, LostDutchman (oh, and congrats on kicking some ass in the World Cup, so far!!) => Holland 3-0 (looking sweet and dangerous!!)

I don't have a sweet example of your Antiochos VII, but I do have an example from both sides => VI and VIII ... enjoy, my coin-friend
