All that gunk might come off, leaving you with a higher-grade coin. I do NOT consider this "cleaning" coins: smear plain Vaseline heavily on both sides and set the coin aside for a week, then gently remove the Vaseline with a soft cloth; see if it improves. It can't get much worse than it is now.
