    It looks like we will never know for sure. I got an email from the seller's wife. He, unexpectedly, passed away on the 21st. She doesn't know where he kept his things for sale and is going to refund me. I just feel terrible for the lady.

    Edited to add: from what I can tell it looks like a small date

    The "Key" in identifying the small date is the faded "IBERTY" and the upper loop in the "9" which points directly at the "7"
