Quite interesting reading about these banknotes. I believe I have the answer, but really am not wanting to 'share' my answer with the world prior to the end of the round so that all in this round have a great chance at doing their own research. So am putting a PM (conversation opening) with Spock for it.
The significance of the note is that it doesn't have the rupee symbol. The 2012, 10 rupee, Mahatma Gandhi series, with the signature of RBI Governor D Subbarao and inset letter 'L' were supposed to have the rupee symbol. This was stated, almost word for word, in an article I read. As far as finding this exact note in Uncirculated. It's probably like finding a needle in a haystack. The best I could do is an Uncirculated 2012 with inset letter 'P', and no rupee symbol. I'm not finding anything new. I have found 2012 notes with the new rupee symbol and with out. I have found 2011 with the rupee symbol as well. My guess is that it's supposed to have the symbol. I have found uncirculated examples on ebay with different inset letters but have not found one with "L". The "L" run must have been short and they are uncommon. Perhaps luck will be needed to find one.
Here is the gist of what I pm'd to Spock for my answer (he has details). The prefix is rare on this note with the L insert, probably no further later prefixes for it, and so it is likely it was near the last rolling off the presses for this year and old design. May be the last of the old series (w/out symbol). And I sent two links for notes that are essentially very similar or close to this (meaning among the last for this type note). Hopefully this will be sufficient to get points and not lose them.
Starting in January 2012 the 10, 100, 500 and 1000 the symbol was incorporated to these notes. Then they added the 20 and 50 in April. The L series was only announced on July 19th so they all should have had the symbol. As to finding some in uncirculated condition I have tried but no avail. It was not without the effort though. I even have two people that I have been in conversation with that live in india that could not find them. They both went to several banks to find them and no avail. Seems to be like this one is elusive as the cheerios dollar.
