Larry's got it! A liberated lucky penny. But as @Heavymetal points out, you will come across other coins that are enclosed in a bezel to be worn as jewelry.
The design on the holder is struck after the coin is put in the holder. That can put part of the design on the rim of the coin.
Not everything that looks different, strange or weird is automatically a mint error. As the others stated. Previously encased cent which altered the rim. It didn't occur during the striking of the planchet.
