Can anyone guess why I paid $450 for this problem coin?

Must be a good Overton variety. I sold my Overton book, so I can't research the coin.

 

I originally thought 20/19 but does not look like it.

Is it missing the serifs on the reverse E of STATES?

Congrats! That is a nice find!

 

All the E's are missing the serifs on the reverse, except the E on E Pluribus Unum, but that's due to the fact that a different hub struck that particular element.
