    Since it is just a bullion coin, the condition is so bad that I wouldn't pay more than melt value for it.

    Essentially, but in this case, ASEs usually carry a premium above. However, Chris' point (or so I assume) was that because this one is a bit rough around the edges, even though an ASE, he (and many others) would not pay said premium.
