I don't see any circulation wear on that coin, but it seems someone tried to remove some oxidation. Can't tell for sure from those pics but also might have been lacquered at some point. I'd either give it a low MS (60,61) or details. I'm leaning towards MS60/61.
looks like very slight wear on the obverse, so I'm going to say AU55-58 but just a guess, I wouldn't be surprised at it grading higher.
How can you tell that's wear and not just a worn die? I don't see any scratches or other signs of circulation.
Tip of the sickle looks weak, but it is for sure mint, I just do not know them well enough. I will go between my guesses and say MS62 or thereabouts.
I think this is a matter of how verdigris affects the grade. 1)Do TPG's consider it not gradable? 2)Do TPG's consider it normal on certain coins and grade them anyway? 3)Do TPG's assign a lower grade to a MS coin if it has verdigris? And if so, is it normal to assign an AU grade to a uncirculated coin with verdigris? "This coin has no wear, so it's mint state, but let's give it just AU because it's got verdigris?" I see not many people try express their grade opinion when it comes to world coins, but I think the above questions could also be related to US coins so hopefully we'll see more answers here To me that coin has no wear thus I'd grade it a MS60 or MS61.
