Only a minor correction here, your attribution to the monarch is right on spot ol'd chap, but I do believe I see "CAN TOR" ie Canterbury. Gees, the old penny made quite the journey - I'd love to know the story about how it ended up in Estonia - perhaps it made it's way through the Hanseatic League traders. Wasn't Narva a Hansa city?

any advance on Bristol Canterbury London---I back away from my Bristol ,I am inclined to join Scottish money the last letter looks like R but I could be wrong (it has been known )
My vote would go to London mint. The bottom of the last N of London can very much resemble an R on these. Compare this one:
