Belgium 50 Centimes KM# 88. Mintage 10,000,000. Check the 8 closely, there is a 1928/3 variety.. Looks like something going on with yours. The Belique KM#87 counterpart has a mintage of 3,000,000

Congo, Rwanda and Burundi were former colonies of Belgium. Never heard of any relationship with countries in South America.

Guess that is mostly due to the high inflation rate in the country. Also, there were (more or less vague) plan to do away with the Belarus ruble and introduce the Russian ruble instead, so maybe the government decided that coins would not make much sense. Coins are more expensive to make than paper money, but have a longer average lifetime. Except that "lifetime" is not that relevant if you need to introduce new denominations every couple of years anyway ... Christian
