    It looks like steel but doesn't attach to magnet.

    The reverse looks like it's been exposed to acid. This could alter the weight. A rolled thin planchet could also be a reason for a coin to be lighter than normal. I can't tell by the photos.

    I think he said it looks like steel because the reverse looks rusty. It has been exposed to something that has damaged it whether environmental or chemical.
