    Looks like some sort of clash. Since it's in relief instead of incuse I would think something hit the die and cause a small impression. Could have been a piece of loose metal or possibly even a clash from an already struck coin.

    I agree .. a clash or a mintworker's tool or machine part fell and marred the die.
