    Hard to tell from the pics, but possibly polished?

    looks polished to me, maybe "smoothed".

    I can't tell if it's cleaned because I can't get past the damage.

    Yes cleaned and damaged , I'd leave it .

    There are several dealers on eBay that use the black background and there name in the pic.
    I have seen way to many cleaned & damaged coins listed by them. So I usually just pass.

    There are lots of certified problem free examples on Ebay and other sites to choose from.
