198? Roosevelt strike through Greece and doubled Eye Error?

Hi Everyone. Doing a little Pocket change searching. and came across this one which looks possible strike through Greece or worn die? And Also Double on the Eye. Please let me know your thought and Have a Great Weekend

It's a good thing the strikethrough wasn't the Parthenon because I can't even see Athens.

Can you give us a clearer photo of his eye?

Sorry All about the spelling in the Post. I listed it with my phone and it has that stupid word correct. I Will Take some pictures in a little and double check my spelling.

 

Hi Everyone here are two more Pics. You can see what looks like a double eye and lower Eye lid in the first Picture. I tried comparing to other ones of the same year but can't find same kind of strike that I see in this one.
