I was looking and noticed there is something under the D stamped in just can't tell and took the best pics I have with what I have to work with.
I see plating issues near the mintmark. Post-1982 cents have a 97.5% zinc core with a 2.5% copper plating. Sometimes the copper plating will split and break, revealing the zinc core and will corrode or otherwise become damaged.
Well if not a bubble it is some other plating issue. Most likely the zinc corroding like non_cents said.
