It should not cost $25 a coin to repair PVC damage! A dip in acetone for a few minutes will clean them up and not damage the patina. A longer dip for more stubborn PVC damage if needed.
Oh blast, there's nothing wrong with those coins. Tell the guy to go take a hike and have him send the coins back to you.

First off, NGC would NOT have graded the coins if they had PVC on them. They would have emailed you or whoever sent them in and let them decide whether to conserve them and then have them graded or return them ungraded. That is my experience with NGC with problem coins with PVC and I still have a 35 Peace with PVC on it I can't see that I decided not to pay to conserve at the time. Also you can call Ebay and explain what the problems were with the guy and ask them to remove the negative feedback, which they can do. I've done that before with someone who left crap for no reason. I believe you can open your own case in the resolution center to cancel the transaction and have him return the items. Good luck.
i called 3 times! all hear blah blah blah! And yes once i send coin to NGC with PVC on it , they put on hold all my order , notify me through email offering NCS service . so that is their daily bread to spot problem coins
