What is it?

    I usually buy foreign bulk coins by the pound. A couple of days ago, I purchased 10 lbs from my local coin dealer's bulk foreign bin box, and upon sorting them I've run across the following two coins I can't identify. They may not even be coins. I am suspecting they might even be token (which I also collect). I am asking for help in identifying these pieces. One appears to be Hawaiian in nature and has what appears to be a Hawaiian tribal leader, and the other appears to be from Japan or China with oriental writing on it. I have searched high and low and can't figure out what the GA1TE (the 1 has a circle around it) means. Hopefully someone can help. Thanks in advance

    I guess I got my pictures a little confused. The upper coin in both pictures is the obverse and reverse of the coin, and the bottom two pictures are the obverse and reverse of the second coin.
