2013 roosevelt dime missing obv. clad? w/die chips/crack

Hi, still fairly new to the site and the hobby but here are pics of a dime that is dark gray on the obverse and normal color on the reverse. The cause of this is my main question but there are also marks on the chin that are curious as well as a small reverse die crack at the bottom of the torch base for good measure. If anyone could help me shed light on these areas as well as any value any may bring.

Realizing it's probably not misssing clad layer but why the discoloration?
