If it is it would be called an incomplete clip. A picture of the reverse would help determine if its a incomplete clip. It would show on both sides. And can you show a picture of the entire obverse and reverse.
it does not show on the other side. it looks like it is bent up. however, I found one like this before and was told it was pmd. I threw that one back, but what are the odds of finding another like it?
The rim does not look right to be an incomplete clip, usually that is where the crescent cut is pinched tighter in the collar, but in your coin, it looks to be on top of the rim. I think your coin was cut post-mint...
So it's most likely PMD like the other guys mentioned. The way it ends on the bottom left curve is kind of ragged
what you mentioned makes this easy to see it is not a mint error. some of the metal is pushed out past the coins rim , this would not be possible with the collar in place when the coin was struck.

Since it was determined that this is a PMD - Post Mint Damage... the letters UN would of been crushed by the object that struck the quarter. The OP stated that the reverse does not have the curve.
