Found 2, 1983 pennies in the same box of pennies from a local bank. One shows better doubling on the reverse then the other so if I do send one in it will most likely be the better of the 2. So what do you think, worth getting graded or not?
What you have is mechanical doubling. Unfortunately it is common and generally not worth a premium. If you had a true 1983 DDR (such as the one pictured here, for example: http://coppercoins.com/lincoln/diestate.php?date=1983&die_id=1983p1dr001&die_state=mds) then it would be worth grading. Since yours is extremely common and not a DDR, I would not recommend sending it off to a TPG.
