    At best it's a very harshly cleaned heavily circulated coin. With the understanding that somewhere someone may pay more, you would be wise to expect no more than the common dollar premium over melt value.

    I was able to find a 1889 cc and a 1889 with no mark but I was not able to find any info on one with the O mint mark , because of the heavy circulation would this matter at all?

    As far as value? Yes it does matter.

    Something you should know about the New Orleans Mint is they were more concerned with quantity that quality and a lot of coins struck there were weakly struck to begin with.

    But as Books pointed out, this is not only cleaned, but also well circulated and at silver value of $16(rounded up from $15.66) plus a few dollars over spot.
