It's a common 'error' (using this loosely) found on a lot of modern coinage. I believe the term is "broadstrike" (if I remember correctly - I am very rusty in my definitions after a few years hiatus.) I do know it is common though, and rarely contains a premium on modern coinage. But to assign a name to the coin, just think of it as a broadstrike.
Looks more like a misaligned die error to me, which is fairly common...can we see a shot of the whole coin?
Why does it look like there is a P or D on the 9? Also, it is hard to see in my rookie pictures, but the dime is dull greyish, pencil lead color but is still shiny
