It's a novelty "counterstamped" coin. Not a mint error. You can do whatever you want with it.

I have one of these I'm looking to trade. They're very common.

There's loads of these on eBay with everything stamped on them from the Easter Bunny to the Apollo moon landing...and everything in between. I never could figure out who stamped any of these. Like the other guys say, it's just a novelty. Very little value but interesting.

I have a fun set of 50 that have the states on them. They're hiding safely in my glass milk jug full of pre-1982 copper cents. There are a few of these Lincoln-Kennedy in there as well.

Tons of this stuff was made in the mid-70's. As a kid relatives who knew I collected coins would give them to me. I always hated them, since I viewed it as a damaged cent.

    doug444 STAMPS and POSTCARDS too!

They were a very profitable enterprise for somebody. The coin cost 1c, production and printing cost another 5c, and postage cost 6c or 8c, in that range. And they tended to sell for 99c, or six for $5.

The one guy I deal with at the flea market finds these roll searching all the time, saves them for me. I'm in the process of putting together all 50 states. I have everything from that example to Masonic to Christmas to religious to "I Love You". I have one with a marijuana leaf stamped onto it. Cheap way to put a fun set together.
