The coin was issued by all four of the ,embers of the Tetrarchy. Two, Diocletian and Maximianus were Augusti while their junior counterparts Constantius and Galerius were Caesares. Since your coin has the AVG clear, the last two are eliminated. To make things bad, Galerius is our modern name for the man named Galerius Valerius Maximianus. His coins (which I don't have from this set) will read Maximianus also but will have NOB C (noble Caesar) at the end as does this coin of Constantius Caesar below:
