A picture or at least a very good description is required to give any advice on this. There are several factors that can come into play when talking about value.
I'm no expert on these, but it looks to me like just a very well circulated note wrapped in a fancy binder. The note itself doesn't look to be worth much more than face value (unless I'm missing something), but I guess maybe the certificate of authenticity might make it worth more to the right buyer. But let's see what everyone else has to say on it. Like I said, I'm no expert.
I got it from my mom who ordered it. I don't order anything from the mint because i find lots of goodies in my change. It to me is just a fancy way to get people to spend money. I am sure it is only worth many 1.50 at most but i could be wrong also.
The worst part is the use an adhesive of the back of the bill so it sticks better to the cardboard and something inside me has always not liked this practice.
The note is its own certificate of authenticity! The other certificate is redundant and useless, adding no value.
Yeah, I know the other cert doesn't add any value to the note itself, but there are those out there that like the fancy folders and what not. I guess an extra peice of paper telling them its real makes them feel better.
