1953 Cent Struck on Foreign Planchet intended for Costa Rica 10 Centimos

I met a guy that wants to sell this coin. Where do you think he should go to sell it & what do you think it is worth today?

It appears to be a 1953 Lincoln cent struck on a Chromium Plated Stainless Steel planchet intended to make a Costa Rica 10 Centimos.
I looked in my book titled: “Domestic & Foreign Coins Manufactured by Mints of The United States”. In 1953 the US Mint manufactured the 10 Centimos coin for Costa Rica. This Costa Rica coin was made from Chromium plated stainless steel. The planchets nominally weighed 1.73 grams & the diameter was 18 mm. This planchet is much thinner than a normal cent planchet so the Lincoln design elements would not strike-up fully. This planchet would certainly fit into the US cent striking chamber which was 19mm diameter. I think it's a genuine error coin.

The guy wants to sell it so I informed him that it would need to be slabbed & referred him to Heritage & Richie Schemmer. What is something like this worth today?
