This coin up on Heritage. http://coins.ha.com/c/item.zx?saleNo=1192&lotNo=3496 Its a 1964 Kennedy graded at PR70. I thought that all PR70 graded proofs came with DCAM Designations? Of course, not to mention the obvious flaws on the coin.
PCGS Cert verification states that there are 29 in this grade yet the Population Reports show zero. I really hate to say it but that thing doesn't look like a PR70.
I'd say Modern proofs all exhibit DCAM qualities. But Cameo wasn't a regular thing until the 70s proof sets were all having added cameo to the dies.

No, they don't. There are quite a few coins, in various denominations and dated prior to 1973, that have been graded as PF70. You're partially correct. The dies for just about all Proofs, excepting the mattes and satins, were made with the cameo effect. And they all produced some examples of the coins with the cameo effect. The thing was the mint would continue using the dies to strike coins long after the cameo effect wore off the dies. It was not until 1973 that the mint began ensuring that all Proof coins coins issued had the cameo effect by replacing the dies as soon as the cameo began wearing off the dies.
that's what I think. I don't see anything wrong with the coin. except maybe the price. it doesn't have the "look" of more modern proofs but they're made different today.

Just out of curiosity, it says the pop in 70 is 29, but then is says 10 at that grade with 13 higher (Population: 29 in 70 (10/13)). Or am I reading it wrong?
