This is the Delaware State Quarter that has a faceless horse.. Is this an error or just a worn area? Any opinions or knowledge anyone can give me about this I would appreciate.

I can't be sure from your photo, but it could have been the result of some grease compacted in the recess of that part of the die, thus preventing the details to be fully struck. On the other hand, it might also have been caused by circulation wear.

The letters kind of remind me of the 1964 penny I posted earlier. I was told mine was a dryer coin.

Could be an interior die break. Sorta the detail bearing part of the horses head on the die chipped out but only to the outside border of the horses head on the die. The only reason that I am postulating this is the raised line-like portion that is there where the neck meets the head. I am only considering that as a possibility without having the coin to look at.
