Rich, What book is that from? From what I can read, it appears that the "whole" story isn't shown. Looks like that only the lowest mintage for each date is shown and not all the mintages from each mint.
If you look in A Guide Book of United States Coins, Professional Edition the '51 mintage lists as follows...... "1951-P-D-S: Number Minted (including 82, 4, and 4 assay coins)---510,082; 12,004; 12,004. Net Distribution----210,082 (estimated): 7,004, 7004."
